Did you design it?
These rooms were designed by Habbo, this used to be a Public room. DJ_Shadow built this particular room, there are heaps of them though

They should add a bot dressed as Frank!
In the 1st room I featured, it was the newer version (post BETA) with Frank in it. However, the 2nd one (made by DJ_Shadow) was inspired by the pre-BETA Welcome Lobby which was still managed by Harry (as see in picture behind the counter)
